MINUTES

MIAMI TOWNSHIP TRUSTEES

JANUARY 19, 2022

CALL TO ORDER
Chairperson Mucher called the meeting to order at 5:01 pm. Trustees Hollister and Moir were present. Fire Chief Altman, Road Department employee Gochenouer and Fiscal Officer Silliman were in attendance.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to adopt the minutes of January 17th. MOTION CARRIED unanimously.
The adoption of the January 5th minutes was postponed until the February 7th meeting.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to pay accounts in the amount of $74,916.83: General Fund – $3,656.70; Fire Fund – $38,086.74; Cemetery Fund – $172.55; EMS Billing – $28,086.08; Road and Bridge – $4,914.76. MOTION CARRIED unanimously.

In response to the recent communication sent by Attorney Slone, a MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to write a letter to Cedarville and Xenia Townships asking them to consider sharing the additional cost requested by Mr. Slone re: Kingwood project. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 38 EMS incidents (7 in Bath Twp.) and 6 Fire incidents (0 in Bath Twp.).
At the recommendation of the Chief, a MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2022-07: Reclassification of a Volunteer. MOTION CARRIED unanimously.
An inventory of the present Apparatus status was provided to the Trustees as requested.
In Fire Station news, the water heater stopped working last night. Frebco was notified and arrived today to repair the problem.
Lastly, Chief Altman stated he will be on vacation February 10th – 15th.
Mr..Mucher asked if the air filters have been changed. Chief Altman stated he believes so but will double check. Mr. Mucher asked how often the radio room is used. The Chief stated it is used everyday. Lastly, Mr. Mucher asked the Chief if he had information regarding what Clifton’s Mayor Bieri wants regarding the fire station roof repair. Chief Altman stated he believes the Mayor would like to try to find some grant money to offset the cost.

CEMETERY REPORT
Mr. Gochenouer reported there was 1 burial since the last meeting. He asked if there is any news of when the Columbarium will be delivered. Mr. Mucher stated he had not heard anything.

ROAD DEPARTMENT REPORT
There was brief conversation about the condition of old truck bed rendering it not usable. It was added that the spreader is fine.
At the request of Mr. Mucher, a MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to move into Executive Session to discuss matters of Personnel, hiring, firing or discipline. MOTION CARRIED unanimously. Time – 5:47 pm.

EXECUTIVE SESSION
Following matters of Personnel, the Trustees Adjourned and Returned to Regular Session. Time – 5:52 pm.
A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to offer a full-time position to Brandon Morris paying $15/hr with full benefits. MOTION CARRIED unanimously.
In other Road news, Mr. Gochenouer reported that the sign on Husted Road has been replaced.
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to authorize the 2021 Township Highway System Mileage Certification. MOTION CARRIED unanimously.

FISCAL OFFICER’S REPORT
A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2022-08: Amendment of Temporary Appropriations. MOTION CARRIED unanimously.

STANDING REPORTS
MVRPC – No meeting was held.
GCRPCC – Mr. Mucher reported the Board met in Executive Session. No report on the discussion.
Clifton-Union Cemetery Board – No meeting was held.
YSDC – Mr. Hollister reported it was decided to postpone choosing officers for 2022 until the February 8th meeting.
Grinnell Mill – Mr. Mucher reported the building is still in the process of transferring the operations.
YS Climate Action & Sustainability Group – Ms. Moir reported the group has not met yet.

NEW BUSINESS
No report.

OLD BUSINESS
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to move into Executive Session to discuss matters of legal contract negotiations. MOTION CARRIED unanimously. Time – 6:15 pm.

EXECUTIVE SESSION
Following discussion regarding matters of legal contract negotiations, Ms. Moir moved and Mr Hollister seconded to enter into an agreement for legal services with the firm Brosius, Johnson & Griggs. Vote was all yes.

ADJOURNMENT
There being no further business to discuss, the Trustees AGREED to Adjourn. Time – 6:30pm.
