MIAMI TOWNSHIP TRUSTEES
MARCH 2, 2020
CALL TO ORDER
The meeting was called to order at 5:00 pm by Chairperson Mucher. Trustees Crockett and Hollister were also present. Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were also present.

ADOPTION OF THE MINUTES
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt the minutes of February 17th as presented. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt the minutes of February 27th as presented. MOTION CARRIED unanimously.
PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $257,195.55: General Fund – $3,706.01; Fire Fund – $16,592.08; Cemetery Fund – $4,403.99; EMS Billing – $7,917.60; Road and Bridge – $3,170.25; Capital Fund – $221,405.62. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman provided a Memo to the Trustees stating he will be attending the Ohio Fire Chiefs Association Board of Directors meeting this evening in Columbus.
He stated he reviewed the proposed 2020 Budget Appropriations for the fire department and has no issues with the proposal.
Lastly, MTFR received 2 applications for the recent volunteer open house. Both applicants have been interviewed and are currently going through background checks.
NEW FIRE HOUSE REPORT
Mr. Mucher reported there has been a slow down in construction due to wet weather.
CEMETERY REPORT
Mr. Gochenouer reported there were 2 full burials since the last report, one in each cemetery. He added he hopes to top off some graves as soon as the weather dries up a bit.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to authorize the purchase of a new mower for cemetery use at the quoted price of $17,418.28. MOTION CARRIED unanimously.
Mr. Mucher asked Mr. Gochenouer to make an “opening” into the area that will become the White Oak Tree Grove Natural Burial area. Mr. Gochenouer agreed to work on the request and suggested hiring Enoch to remove some trees.
ROAD DEPARTMENT REPORT
Mr. Gochenouer reported that he had some “weather issues” since the last meeting but all was handled.
He added he has begun servicing equipment in preparation of spring activities.
FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED BY Mr. Crockett was made to adopt RESOLUTION 2020-11: Amendment of Temporary Appropriations. MOTIONS CARRIED unanimously.
A MOTION by Mr. Crockett and SECONDED BY Mr. Hollister was made to adopt the Permanent Appropriations for 2020. MOTION CARRIED unanimously.
ZONING INSPECTOR’S REPORT
Mr. Zopf stated he has issued one permit since the last report.
The Zoning Commission met and started work on reviewing the PUD Chapter.
Greene County Zoning Inspectors and Administrators met and reviewed the RPCC’s criteria for reviewing subdivisions with less than 10 acres.
Mr. Zopf reported he has been reviewing Agraria’s composting proposal with the County Prosecutor’s Office. The results are that Agraria needs to keep whatever compost they create on site. The compost can not be sold to the public. On another Agraria matter, they received a grant to build a bike path. Recently, an adjacent property owner stated that trees on his property were being cut down. Mr. Zopf advised the owner consult an attorney and ask that the easement be reviewed.
There has been conversation with the engineering firm that is contracted to reconstruct the sewer treatment plant in Clifton. He stated that when the Agricultural District section of the zoning code was revised, sewer treatment in Clifton was removed. Mr. Zopf advised Clifton to request a variance for the Board of Zoning Appeals.
NEW BUSINESS
Mr. Hollister stated he will pursue a copy of a Clean Ohio Resolution for adoption as requested by the Little Miami Conservancy.
OLD BUSINESS
Mr. Mucher reported that the State level amendment that was going to relieve the Township from the delinquent property taxes on the new fire house property has been stalled.
Mr. Hollister reported that the YSCDC is considering placing a page in the Ohio Development Magazine and asks participants to contribute $200 towards the cost. Mr. Mucher stated he feels it is a premature move. Mr. Hollister will monitor the conversation and report back to the Trustees.
